Pale Horse
Pale Horse is a Homeland Security Distance Learning Course through the U.S. Army Medical Department Center.
August 26-30, 2002, an exercise of national importance concerning the readiness of local, state, military and federal preparedness for a biological attack was attended by more than 400 participants from across the U.S. This was the first exercise in bioterrorism of national importance which included a formal role for legal issues throughout the exercise. TTU Center for Law, Policy and Biodefense Director, Dr. Sutton, was asked to lead the legal issues panel in the development of the bioterrorism scenario.
